Add Picocrypt NG

They have different use cases. Picocrypt (and Picocrypt NG) is intended for individual file encryption. Veracrypt, on the other hand, is extremely useful when encrypting a whole drive/partition or creating an encrypted container. It’s not impossible to encrypt individual files with Veracrypt, but it’s easier to do that with Picocrypt. Also, Picocrypt uses stream cipher while Veracrypt uses block cipher as the default alogrithm.
