Make the following changes to the following pieces of text within the rule “Vessels”:Each Vessel is stationed in a particular System (publicly tracked), and has a publicly tracked Owner (an Associate, idle Associate, or the Guild). When an Associate goes idle, each Vessel they Own becomes Owned by the Guild. At any time, an Associate who is the owner of a Vessel may add the System in which it is stationed to its Produce, unless it is already there (this is known as Exporting). As an act known as Reclassification, an Associate or the Guild may change the class of any of their Unclassified Vessels. When the Guild takes this action, they must randomly pick a Class from the Classes that they Own the least Vessels of. The associate may Rearm as a timed action to remove Exhaustion from all vessels with the tag they own, and may at any time as an action named Repair spend credits equal to one of their vessel’s base defense to remove Out of Commission from that vessel, at which point that vessel’s defense returns to its base value. For each Vessel Owned by an idle Associate, make that Vessel Owned by the Guild. Add a new subrule to Vessels, named The Fleet, with the following text:The Fleet Admiral and Fleet Commander are publicly tracked Associates, or vacant (default). None of the Fleet Admiral, Fleet Commander, and the President may not be the same Associate. The President may appoint the Fleet Commander or Fleet Admiral at any time, but they must choose an Associate who is not Director of any System if possible. The Fleet Commander may move a Vessel Owned by the Guild between Systems as a Daily Action. The Fleet Commander may, as a Daily Action, Rearm and/or Repair Vessels Owned by the Guild in a single System, except any Credits they spend during this comes from the Guild. The Fleet Admiral may, as a Daily Action, either Fight Piracy or Rearm with Vessels Owned by the Guild in a Single System, except any Credits they gain during this goes to the Guild, and not them or a System.
