Use DockerHub

Pros This is the most commonly-known way to manage and get containers. It is inexpensive. It is easy to manually control the containers that are available. We have the agentio name, which is nicely consistent with the GitHUb organization. Cons We're not using any build automation, which seems to require additional expenses. We don't seem to need this yet.
