Use Nomad

With f565615 , IO began using the Nomad API to get information about backends. Since then, Nomad has become our preferred and recommended platform for running containers. Pros Nomad is easy to install, configure, and understand. Nomad aligns well with IO. They have similar configuration and the Nomad API is easy to use from IO. Cons We're still just using Nomad at a small scale. Kubernetes has overwhelming market- and mindshare.
