"textContent": "Correction (June 3, 2026): This article originally stated that Dinks and Links would sit immediately west of the Lowe’s on Five Mile Line Road. The correct location is immediately east of the Lowe’s. The article has been updated.\n\nA proposal to build a large indoor/outdoor recreation facility on Five Mile Line Road will face its first public hearing tonight when the Webster Town Planning Board convenes at 7 p.m. at 1002 Ridge Road.\n\nThe project, called Dinks and Links and submitted by applicant Joe Cattalani, would sit on a roughly 9-acre site on Five Mile Line Road, immediately east of the Lowe’s. The plans call for a single principal building measuring 160 feet by 240 feet, part of what the agenda describes as a 39,100-square-foot facility. The site is in the High-Intensity Commercial (HC) zone, and the board is considering preliminary site plan and subdivision approval.\n\nThe name points to pickleball (\"dinks\") and golf (\"links\"), and the filed renderings show a brick building with an adjacent fenced, open-air recreation area. But the plans on file label the project only an \"indoor/outdoor recreation facility\" and do not specify what activities it would house. The application also carries real environmental review: it requires a New York State Department of Environmental Conservation stormwater permit, and the filed plans flag wetlands on the site, delineated by Marathon Engineering, with drainage to Shipbuilders Creek.\n\nThe project is the most significant new application on tonight’s docket. It arrives as the town moves toward a commercial development moratorium (Local Law No. 2 of 2026), which was referred to Monroe County for review in April and would cover the HC zone. That law is not yet in effect, and the board is taking up the Dinks and Links application tonight under its normal site plan review.\n\n## Also on the agenda\n\nThe 7-Brew application from Brew Team NY LLC has been before the board since at least May 5, when its public hearing was tabled. Tonight the board takes it up again. The proposal calls for a 510-square-foot prefabricated double drive-through coffee stand on a 0.73-acre parcel on Hard Road in the HC zone.\n\nA sign application from Bloom and Blend at 790 Ridge Road, also tabled from May 5, returns for action tonight. The applicant, Alyssa Connors, is seeking approval for a 32-square-foot wall sign and a double-sided panel on an existing monument sign.\n\nThe Bay-Ridge Corner resubdivision, brought by licensed surveyor Scott Measday, proposes combining five single-family lots into four on 2.5 acres at 423-429 Ridge Road and 1036-1036A Bay Road. That item also carries a public hearing.\n\nMichael Julian is seeking preliminary and final site plan approval for a 4-foot by 50-foot permanent dock at 1060 Sunset Trail. Because the parcel abuts the waterfront, the board must also make a Local Waterfront Revitalization Program consistency determination before approval can proceed.\n\nRG&E is before the board for final site plan approval to modernize electrical substation 73 at 891 Klem Road. The site is zoned R-2.\n\nWebster Union Cemetery at 345 Webster Road is seeking approval to add 1,740 graves and an access road on 18.4 acres of residentially zoned land, one of the more unusual items on an otherwise commercial-heavy agenda.\n\nThe board will also act on sign approvals for Lucky X Strike at 2400 Empire Blvd. (40.75 square feet), JF Jones Jewelers at 1170 Ridge Road (57.5 square feet), Tempo at 807 Ridge Road, and Legacy Games at 1028 Ridge Road.\n\n## What you need to know\n\nThe meeting begins at 7 p.m. at Webster Town Hall, 1002 Ridge Road.
