Why not consider at-large Cleveland council members to provide a more citywide perspective

Cleveland City Council voted June 1 to roll back Mayor Bibb’s street-parking charges with no better reason offered than, apparently, to let Clevelanders park downtown. But where’s the guarantee those parking spots will be available? At-large council seats, anyone? It’s a change worth debating, writes the editorial board of The Plain Dealer and cleveland.com
