Woman arrested for leaving dog outside of Mayfield Heights apartment in freezing weather

Officers responded to the Gates Mills Place apartments at 5:12 a.m. Feb. 8 for a report of a barking dog being left on a balcony all night. The temperature at the time of the call was 1-degree.
