Opinion: Two views of Oregon’s economy — only one looks ahead

As the governor's Prosperity Council prepares to develop recommendations for strengthening Oregon's economy, it should recognize that Oregon is entering a new economic era in which growth is no longer a given, writes John Tapogna, president of the Oregon Business Council.
