To boost drivers' wages, city councilors are considering imposing a cap on how much Uber and Lyft can keep from passengers' fares, the editorial board writes. But instead of constantly turning to regulations, mandates and penalties to achieve goals, Portland leaders should instead try to build the environment that will produce those outcomes.
