Editorial: The shot clock is ticking on a Moda Center deal

The introduction of a bill to finance a Moda Center renovation is the first step of many that state and local officials must take — and in a very short time — to help ensure the Portland Trail Blazers team stays in Portland, the editorial board writes. Losing the Blazers would deliver a blow that neither Portland nor Oregon are well positioned to absorb.
