Sounds too easy to be quite right. Of course, while you're at it you could also automate extruding the buildings out and so on. There's even a game with this gimmick, Infection Free Zone.
The problems include:
The data are often incomplete - not everywhere has house outlines, so to sell some areas you'd have to add those. I think OSM has old Bing satellite images you can trace, but, those eventually go out of date anyway. Also, the areas that do have outlines are usually major cities, the kinds of places that have a lot more detail to look convincing than just outlines. You'd only be selling a starting point.
There's already a script adapted from Minecraft to Freeminer for this purpose, see it in action e.g on Hong Kong.
