Appeals court: City of Moorhead not responsible for $15 million underpass delays

The Minnesota Court of Appeals upheld an earlier court’s ruling that the city of Moorhead is not liable for the costly delays in the Southeast Main Avenue, 20th Street and 21st Street underpass.
