Victim of 'attempted beheading' in Belfast named after 'knifeman licked lips with blood'

Stephen Ogilvie has been named as the 44-year-old man who suffered horror injuries in a frenzied attack in Belfast on Monday evening. A man is due to appear in court on Wednesday morning
