FTP connection refused during website migration to o2switch

My guess is that they are trying with too many simultaneous connections. I think you’re limited to 3-4 connections at a time (I may be wrong on that) and so if they are trying to use a system with multiple connections… it fails. You might be better taking a backup of your site yourself and sending it to them. You really shouldn’t be giving out your FTP details to a third party, even if you’re intending to close the account here… its just not secure to do that
