Control Panel never redirects

Right, so yeh, Activating FTP is one of the things that’s done the first time you visit the control panel, so that makes sense. It sounds like something on your network may be blocking the control panel. Do you get the same error if you try in a private browsing tab? could be a caching issue. Other than that, the only thing I can suggest is trying a different network to make sure a firewall\admin\your ISP isn’t blocking it for some reason
