Wordpress Site Downloads Instead of Opening Page

Thats not normal. I’ve installed word press many times, as have may others on this forum, without these problems. Do you have any plugins on your browser that might be triggering unusal traffic? (any plugins at all?) Or are you maybe using a school or work network that might be scanning the sites you visit?
