CPU usage is over the limit, but the site still works?

Hi there, The site stopped working for a bit due to CPU usage being over threshold: It was due to a poorly coded plugin. But then the site resumed just fine. What are the rules of site suspension due to CPU usage overage? Does the hosting suspend it for like a few hours and then restores the access? Cuz I thought it would be down for a day, but it’s up and working. I’m a bit confused.
