It needs to be a client mod because people might want to take clean screenshots on servers, too.

Oh, yes, thanks. Of course clients shouldn't be able to remove them with CSM, that's cheating!

The whole point of this feature it to prevent players from having a clear view, just like you don't want players to fly without the fly privilege. (If you want to take a screenshot from a higher perspective.)
