Did you use give command by any chance? IndustrialTest adds power storage to appropriate items' metadata when they are either crafted or taken from creative inventory. If the power storage wasn't found in item's metadata then you won't be able to put it in a slot that expects such item. This is not a good solution but it is a remnant from older times and I kind of didn't get to change that.
