Leaving ‘the street life’ behind, candidate aims to help those who were incarcerated

A judge sentenced Joseph Tolbert III to 20 years in prison at age 17 in connection with a drive-by shooting, and the FBI arrested him at age 35 on drug charges. But 15 years after that last arrest, Tolbert is running for a seat in District 25 of the House of Delegates.
