Youth is served: Youth charging, early childhood education bills among those signed into law

It was a good day for young people in Annapolis Tuesday, when newly enacted laws made it harder to charge juveniles as adults, added child care scholarship funds and created a commission to study treatment of Black youth at a former reform school.
