Return to sender: Lawmakers unhappy with $1,000 checks left on their desks

The many possible reactions to being handed a $1,000 check out of the blue do not often include anger. But that was the case Tuesday when Del. Christopher Eric Bouchat left checks for a senator and two fellow delegates who have called or him to resign.
