Senate gives preliminary approval to $70.8 billion spending plan

Senate Republicans fell just four votes shy Tuesday of repealing an unpopular and underperforming tech tax, leading Senate President Bill Ferguson to hint afterward that there may be a willingness to alter or possibly repeal the year-old tax.
