Maryland Democrat introduces bill allowing utilities to build energy projects

Sen. Kevin Harris is not sure his bill letting investor-owned utilities get back in the power-generation business — and using ratepayer dollars to do so — is the answer to high energy prices and constrained supply. But he knows something has to be done.
