Spec for `package.yml` files + LSP Support

The reference guide (README) at Hpack’s repository is what currently describes a package.yaml file for use with Hpack. Simon Hengel (@sol on GitHub) is not here (I think), so if you want to bring this to his attention, post at Hpack’s repository or on Matrix (@simon.hengel:matrix.org).
