[ANN] OpenTelemetry 1.0 release

Changelog mentions AtomicBucketArray used for histogram metrics, and I’ve found module OpenTelemetry.Internal.AtomicBucketArray with it. But that module is not imported anywhere and it does not seem that default metrics provider uses it. Am I missing something?
