[RFC] Sibyl: Time Series Analysis in Haskell

Intervals, while useful and interesting, seem like they should be out of scope for an initial implementation. Local time isn’t a great choice. UTC Time would be better. The problem of converting timestamps to the same representation seems more like a data cleaning problem. @olf what’s your current process for standardizing time representations?
