Upload speeds extremely slow / stalling since April 1st

I’m experiencing the same problem. Feels like it’s uploading normally for a while but then just completely stops. Sometimes after a while it will get speed again, and stops after a short while. The cycle continue until the upload is finished. I test my internet connection and confirm uploading is totally fine even when the uploading stops. I’m using the upload_large_folder() method.
