Is hf download really auto resume

This is the answer from AI and I am quite sure that it is not resumed because the progess bar really start from 0 and now is 96% for several hours, if it really resumed, 49645653524/49907246508 is nearly 99% which no need to use several hours to download… So where can I report this bug?
