(2D) Character rotation doesn't work

I tried Axis, but it didn't work. I've looked at other mods, but they didn't work either. Here's the map; if someone could explain in detail what I need to do to make it work (the map is empty in the areas where it's supposed to rotate; I left it like that for that reason).
