Does anyone Know how to make a Proper Taunt?

Hi. Does anyone know how to make a Proper taunt? One that does these things:

• The player's sprites can cycle cleanly
• The player, if using WSAD keys, can move around while int eh taunt, but only at a certain speed, not instantaneous.
• The Player's taunt state can eb reset when they press the action's button again and,
• The player's taunt state can automatically do a full reset whenever the level is finished (after they've done a "victory" dance at the goalpost).
