Help with mods

Hi. I just want to know if i can made this, i"ll tell you the story: Since i dowloaded the Legacy Rouge mod i wanted a Rouge mod with actual sprites and exclusive abilities. So when i notice that this gonna take time, i started my own, with chrispy sprites. But i want to know if now that someone have released a Rouge mod with that sprites, i can continue my mod and post it here? With exclusive abilities? Thanks!
