A vehicle control apparatus (40) calculates a target speed value (Net) of an engine rotational speed (Ne) that is required to provide a required torque value (Tebd) of an engine brake torque (Teb), and controls shifting of an automatic transmission (26) such that the engine rotational speed (Ne) is approximated to the target speed value (Net) of the engine rotational speed (Ne). The vehicle control apparatus (40) determines whether the target speed value (Net) exceeds a predetermined threshold value (α). When the target speed value (Net) exceeds the predetermined threshold value (α), the vehicle control apparatus (40) controls the shifting of the automatic transmission (26) such that the engine rotational speed (Ne) is held not higher than the predetermined threshold value (α), and controls a throttle valve (70) such that the throttle valve (70) is opened.
