An attention desire degree is a degree of the driver's desire to pay attention to a situation surrounding the vehicle, and an attention event is an event that increases the attention desire degree. A delay condition is that the attention desire degree exceeds a threshold or the attention event exists. When the operation instruction is necessary and the delay condition is satisfied, the autonomous driving system performs delay processing that waits without issuing the operation instruction. When a delay end condition is satisfied after start of the delay processing, the autonomous driving system issues the operation instruction.",
