The charging and discharging control device prohibits the second battery from being charged in a case where the second SOC is larger than the threshold during regenerative deceleration, and the second regeneration permission upper limit setting unit changes the threshold to a second regeneration permission upper limit or a second normal upper limit on the basis of a state of the first battery.",
