An access control device is mounted on a vehicle and configured to: accept an access request to at least one application programming interface of application programming interfaces each corresponding to vehicle data or a function of the vehicle, from an application; acquire movement information indicating that the vehicle has moved from a first region to a second region; and control the access request based on an authorization policy that defines an access privilege from the application to each application programming interface according to a region, and change a control of the access request.
