A steering ECU (30) includes two control systems (31, 32) in which different external power sources (43, 44) are connected to two drive circuits (50, 60). The low potential sides of the drive circuits (50, 60) and the low potential sides of the corresponding external power sources (43, 44) are independently connected to each other via power source ground lines (GL1, GL2) for the two control systems (31, 32). The low potential sides of the drive circuits (50, 60) are connected to each other via an internal ground (33). Two current detection circuits (54, 64) are provided between the power source ground lines (GL1, GL2) and the internal ground (33) to detect power source ground current values (Ignd1, Ignd2), respectively. The steering ECU (30) includes microcomputers (55, 65) that detect a ground abnormality on the basis of the results of detection performed by the current detection circuits (54, 64).",
