The second acquirer (12B) is configured to acquire surrounding information of the moving object (18). The detector (12D) is configured to detect motion information indicating a motion of an object (20) as a destination of the message based on the surrounding information. The determiner (12E) is configured to determine whether the motion of the object (20) indicated by the motion information corresponds to a motion indicated by the message. The updater (12F) is configured to update the message based on the motion information when the motion of the object (20) is determined not to correspond to the motion indicated by the message.
