The present invention includes a cell management controller including: a first antenna capable of communicating with an external device using a first frequency; a second antenna capable of receiving a signal of a second frequency from the external device; a voltage generation unit configured to generate a voltage based on the signal of the second frequency received at the second antenna; a driving unit configured to receive a signal based on a voltage generated by the voltage generation unit as an enable signal; and a cell parameter measurement unit configured to measure a parameter indicating a state of a battery cell based on a control signal from the driving unit, wherein the driving unit transitions from a standby state to a wake-up state based on the enable signal.
