The camshaft (15) is rotated in response to a locking operation and an unlocking operation. The camshaft (15) includes a lock actuation cam (29) that moves the lock bar (13) to the engagement position in a locking direction, and rotation of the steering shaft (5a) is prohibited when the lock bar (13) is engaged with the steering shaft (5a).
