The lock bar (13) is moved between an engagement position where the lock bar (13) is engaged with the steering shaft (5a) and a non-engagement position where the lock bar (13) is disengaged from the steering shaft (5a). The camshaft (15) is rotated in response to a locking operation and an unlocking operation. The camshaft (15) includes a lock actuation cam (29) that moves the lock bar (13) to the engagement position in a locking direction, and rotation of the steering shaft (5a) is prohibited when the lock bar (13) is engaged with the steering shaft (5a). The counterweight (31) is arranged on the camshaft (15) to adjust rotational balance of the camshaft (15).",
