The binder composition contains a graft copolymer having a structure in which a branch polymer is bonded to a backbone polymer. The backbone polymer includes a hydroxyl group-containing vinyl monomer unit in a proportion of not less than 5 mass % and not more than 89 mass % and has a weight-average molecular weight of not less than 1.0×10and not more than 2.0×10. The branch polymer includes a water-soluble monomer unit that is formed from a water-soluble monomer having a solubility of not less than 0.01 g/100 g-HO and not more than 25 g/100 g-HO at a temperature of 20° C.",
