The base body (100) includes: a first cylinder hole (11) having a closed bottom (11a) in which a first piston (12) is inserted to thereby form a master cylinder (10); and a second cylinder hole (21) having a closed bottom (21a) in which a second piston (22) is inserted to thereby form a slave cylinder (20). The first cylinder hole (11) and the second cylinder hole (21) have respective openings (11b;21b) in a surface (101b;102b) of the base body (100) located on one side thereof.
