A vehicle pop-up hood device (20) includes: a hinge base (24) that is fixed to a vehicle body; a first arm (26) that is pivotably connected to the hinge base (24); and a second ann (28) that is fixed to a vehicle rear side end portion of a front hood and is pivotably connected to the first ann (26). Further, the vehicle pop-up hood device (20) includes: an actuator that is provided between the first ann (26) and the second arm (28), and that, by being operated, pivots the second ann (28) with respect to the first ann (26); and a connecting portion (50) that, at a time of completion of operation of the actuator, is set in an operating state in which the connecting portion (50) restricts movement of the second arm (28) with respect to the hinge base (24).
