A middle crossbar parallel to the rotation shaft crossbar is fixed to a middle part of the support. A locking torsion spring, a locking ratchet, an unlocking ratchet and an unlocking torsion spring may be fitted round the middle crossbar in sequence. The locking ratchet and the unlocking ratchet may be arranged side by side in such a way as to move in linkage, and an unlocking pull member may be provided on the locking ratchet or the unlocking ratchet.",
