The pivoting arm assembly is selectively attachable to the hitch receiver of the vehicle in each of a first orientation, in which the second arm opens toward a first lateral side of the vehicle, and a second orientation, in which the second arm opens towards a second lateral side of the vehicle. The pivoting arm assembly is rotated about an axis of the hitch receiver between the first orientation and the second orientation. An accessory mount extension is attachable to the second arm in each of the first orientation and the second orientation.",
