Disclosed is an electrode base material comprising: a resin base material; and active material particles and solid electrolyte particles on the resin base material, a particle layer comprising the active material particles and the solid electrolyte particles being formed on the resin base material, wherein, when the particle layer is viewed from a surface side in contact with the resin base material or from a surface side opposite thereto, the solid electrolyte particles are arranged so as to cover at least a part of surfaces of the active material particles, and wherein, in an observation of a cross section of the particle layer with SEM, a difference between the exposed surface area ratio of the active material particles on a specific surface of the particle layer and the exposed surface area ratio on the opposite surface falls within a specific range.",
