Provided are a horn switch and steering wheel capable of reducing a space for the horn switch. A horn switch includes: a guide pin provided with a first end part axially slidably connected to a first opening of a core metal , and a second end part disposed to be locked to a second opening of an airbag module ; a stopper provided with a flange part fixed to the shaft part of the guide pin ; a damper disposed in a space between the second end part and the flange part and locked to the inner edge of the second opening ; a horn spring disposed between the flange part and the core metal ; a fixed-side contact disposed in the core metal ; and a movable-side contact disposed in the airbag module
