A shovel according to an embodiment of the present invention includes an engine (11); a motor generator (12) that functions as a motor that uses a drive force of the engine (11) and functions as a motor capable of assisting the engine (11); a power storage system (120), a swiveling motor (21); a DC bus (110) that connects the motor generator (12), the power storage system (120), and the swiveling motor (21); and a controller (30) that controls movements of the motor generator (12), the power storage system (120), and the swiveling motor (21). In a case where the power storage system (120) is stopped, the controller (30) supplies electric power of the motor generator (12) that functions as the power generator to the swiveling motor (21) when the swiveling motor (21) is in a power running operation, and supplies regenerative electric power of the swiveling motor (21) to the motor generator (12) that functions as the motor when the swiveling motor (21) is in a regenerative operation.
