An ECU includes a target value setting section, a requested throttle valve opening degree computing section, a requested VNT valve opening degree computing section, a filter processing section, and a drive instructing section. The requested throttle valve opening degree computing section computes a requested throttle valve opening degree. The requested VNT valve opening degree computing section computes a requested VNT valve opening degree. The filter processing section executes filter processing on an instructed throttle valve opening degree that follows the requested throttle valve opening degree. In the filter processing, a variation in the instructed throttle valve opening degree that follows the requested throttle valve opening degree is maintained or corrected via a filter. The filter is a variable filter and is based on a difference between the requested throttle valve opening degree and the last instructed throttle valve opening degree that has been subjected to the filter processing and on the requested throttle valve opening degree.
