The tension control apparatus includes a selection unit configured to compare torque necessary for the speed control and torque necessary for the current control, and to select small torque as final torque, and an integrator configured to integrate an output of the speed control, and further includes a limit setting unit configured to set, to the integrator, a limit corresponding to a tension reference. The tension control apparatus is configured to prevent an output of the integrator from being saturated.",
